Final completion certificate template

What many call the end-of-works record (acta de fin de obra) is, under the LOE, the final completion certificate: the document in which the works management team attests that the works are finished. This template gathers its details, each director’s statement, its annexes and the signatures. Each field comes with a line on what to put in it.

The works director and the director of works execution sign the final completion certificate (LOE, arts. 12.3 and 13.2). The director of works execution states that they directed the material execution and checked the construction and the quality of what was built; the works director, that the building was carried out under their direction in line with the permitted project. The changes made and the list of checks carried out are attached as annexes (CTE, Part I, annex II.3).

The certificate is attached to the acceptance record that the developer and the contractor sign, and the completion it attests opens the thirty-day period to accept the works (LOE, art. 6). For building works that require a project, the final completion certificate must be endorsed by the professional association (Royal Decree 1000/2010, art. 2).
