ITE · Ley 7/2021 (LISTA)
ITE and IEE in Andalusia
If you carry out an ITE in Andalusia, there is no single rule: the LISTA regulation sets the first inspection, by default, in the year after the building turns 50, and each municipal ordinance may set another term. Here is the general rule, the rules of the provincial capitals and how you prepare the inspection in ArquiFlow.
The rule in brief
- Report
- The inspección técnica de la edificación (ITE), the building's technical inspection; some municipalities call theirs informe de evaluación.
- Regulation
- Ley 7/2021 (LISTA), art. 145, and Decreto 550/2022, arts. 323–327; the LOUA is repealed. Each municipality's ordinance sets its own terms.
- Buildings
- By default every building; municipal ordinances narrow or widen it.
- First inspection
- By default, the calendar year after the building turns 50, unless the municipal ordinance sets another term (art. 323.3).
- How often
- At least every 10 years (art. 323.3).
- Who signs
- A competent technician under the LOE (art. 325).
- Who files it, and where
- The owners or the community file it at the town hall, which keeps a public register (arts. 324, 327).
- Result
- Favorable or desfavorable on the state of conservation; a desfavorable report sets a deadline for the works (art. 326).

What the Andalusian capitals set
Málaga
Ordinance published in the BOP of 25 November 2013: the first inspection within 13 months of the end of the year the building turns 50, then every 10 years. Its adaptation to the LISTA is under way.
Córdoba
Ordinance, consolidated text published in the BOP of 31 December 2012: the year after the building turns 50, then every 10 years, or 25 after a full rehabilitation.
Cádiz
Ordenanza sobre Conservación y Rehabilitación (1999, amended): buildings over 50 years old, every 10 years.
Almería
Ordenanza del Informe de Evaluación de los Edificios (BOP of 22 May 2014): within 5 years of turning 50, then every 10.
Jaén
ITE ordinance (2012): at 50 years, then every 10.
Sevilla, Huelva and Granada
Each has its own ordinance, with terms that differ from the Reglamento's. Check the ones for your building on the city's page, in the official sources.
In ArquiFlow
For a municipal ITE you choose the ITE regime; where the town hall asks for the conservation, accessibility and energy efficiency report, the IEE regime.
With the ITE, the report records the state of conservation and accessibility; with the IEE, also the reasonable adjustments and the energy performance certification details.
The report the owners or the community file at the town hall follows the town hall's model form, or the professional college's where it has none (art. 326).
You choose the regime
Catalonia's IITE, the national IEE, a municipal ITE or the Euskadi ITE (Decreto 117/2018). The report shows the building's details and the fields that regime asks for.
You record the defects
Each observation in the report carries the building element it affects: façades, roofs, structure, installations…
You grade them
Each defect carries its grade: minor, important, serious or very serious.
And you see the indicative rating
On an IITE, the report shows the most serious defect and the indicative certificate it would lead to under Decret 67/2015, given whether the precautionary measures were carried out. The certificate itself is issued by the Administration.
Frequently asked questions
Is there one Andalusian ITE?
No. Decreto 550/2022 sets a default — the calendar year after the building turns 50, then at least every 10 years — but each municipality's ordinance can set other terms and narrow or widen the buildings it covers.
What about Sevilla or Huelva?
Sevilla, Huelva and Granada each have their own ordinance, with terms that differ from the regional default. Check each city's page, linked in the official sources.
Does ArquiFlow file the ITE?
No. The owners or the community file it at the town hall, which keeps a public register, on the town hall's model form or, where it has none, the professional college's (art. 326).
