ITE and IEE in the Community of Madrid
If you carry out an ITE or an IEE in Madrid: in the city, the ITE applies to buildings over 30 years old; across the Community, collective residential buildings over 50 need the building assessment report (IEE). Here is which one applies to each building, who signs it, who files it and how you prepare the inspection in ArquiFlow.
The rule in brief
- Report
- Two: the city of Madrid's Inspección Técnica de Edificios (ITE), recorded in its acta de inspección técnica, and the Comunidad's Informe de Evaluación de los Edificios (IEE), the building assessment report.
- Regulation
- Ley 9/2001 on land, art. 169; Decreto 103/2016 (IEE); and the city's Ordenanza de Conservación, Rehabilitación y Estado Ruinoso de las Edificaciones (2011).
- Buildings
- ITE: buildings more than 30 years old (Ley 9/2001; ordinance, art. 16). IEE: collective residential buildings over 50 years old, and buildings applying for public aid (Decreto 103/2016, art. 2.2).
- First inspection
- ITE (city of Madrid): the calendar year after the building turns 30, announced in the city's yearly list. IEE: within 5 years of turning 50.
- How often
- Every 10 years, both.
- Who signs
- A competent technician under the LOE; for the IEE, the technician signs a declaración responsable (a sworn statement) and the owner co-signs.
- Who files it, and where
- The owners or the community file the ITE at the city's registry, and the IEE at the town hall within 3 months of the last visit; the town hall forwards it to the regional register.
- Result
- ITE: favorable or desfavorable (unfavourable). IEE: conservation, accessibility and an energy performance certification already entered in its register; entry in the register does not mean the administration agrees (Decreto 103/2016, art. 9).

What is particular to Madrid
ITE or IEE
The city's ITE applies to buildings over 30 years old, and the IEE to collective residential buildings over 50. That is why the city's yearly list leaves out collective residential buildings over 50: they take the IEE route.
What a desfavorable report lists
The defects, their causes, the safety measures and the works, in order of priority.
The energy performance certification comes first
The IEE starts from an energy performance certification already entered in its register.
In ArquiFlow
For the city's ITE you choose the ITE regime; for the IEE, the IEE regime.
With the ITE, the report records the state of conservation and accessibility; with the IEE, also the reasonable adjustments and the energy performance certification details.
The IEE the owners or the community file is generated with the Comunidad de Madrid's own application.
You choose the regime
Catalonia's IITE, the national IEE, a municipal ITE or the Euskadi ITE (Decreto 117/2018). The report shows the building's details and the fields that regime asks for.
You record the defects
Each observation in the report carries the building element it affects: façades, roofs, structure, installations…
You grade them
Each defect carries its grade: minor, important, serious or very serious.
And you see the indicative rating
On an IITE, the report shows the most serious defect and the indicative certificate it would lead to under Decret 67/2015, given whether the precautionary measures were carried out. The certificate itself is issued by the Administration.
