IITE · Decret 67/2015
The building's technical inspection (IITE) in Catalonia
If you carry out the IITE on a residential building in Catalonia, this is what Decret 67/2015 requires: the technical inspection before the building turns 45. Here is who signs the report, who files it and how you prepare the inspection in ArquiFlow, from the site visit to the acta.
The rule in brief
- Report
- Informe de la inspecció tècnica de l'edifici (IITE), the technical inspection report, on the Agència de l'Habitatge's model (Decret 67/2015, art. 8).
- Regulation
- Llei 18/2007 on the right to housing, art. 28, and Decret 67/2015, in force since 27 May 2015.
- Buildings
- Residential buildings, single- and multi-family. Exempt: detached single-family houses standing 1.5 m or more from the street and the neighbours, and buildings in a ruin procedure (arts. 3–4).
- First inspection
- Before the building turns 45, by its cadastral date; also when the town hall requires it, or to apply for rehabilitation aid.
- How often
- Its validity depends on the worst grade: 10 years with no deficiencies or only minor ones; 6 years with important ones, checked every 2 years; 3 years with serious or very serious ones once the measures are done, checked every 12 months (art. 14).
- Who signs
- A competent technician under the LOE, with liability insurance (art. 7.4).
- Who files it, and where
- The owners or the community file it at the Agència de l'Habitatge, preferably online; the IITE lapses if they do not file it within 4 months of its date (arts. 8.5, 11, 13).
- Result
- The administration resolves the building's aptitude: apte (fit), apte provisional (provisionally fit), apte cautelarment (fit as a precaution), or a refusal (art. 12).

What is particular to the IITE in Catalonia
Four defect grades
Each defect is graded lleu, important, greu or molt greu (minor, important, serious, very serious), and the most serious one sets the report's validity and how often it is checked.
Immediate notice when they are serious
For serious or very serious defects, the owners and the town hall are notified at once (art. 9.2).
After the owners file it
Once the IITE is in, the programa de rehabilitació (rehabilitation programme) is drawn up within 1 year, or 6 months if there are serious defects, together with the llibre de l'edifici (building logbook).
A visual inspection
The inspection is visual and does not replace the energy performance certification (arts. 7, 8.4).
In ArquiFlow
In the building inspection report you choose the IITE regime.
You grade each defect by building element, and the report shows the indicative result under Decret 67/2015, art. 12, worked out from the grades and the precautionary measures.
The IITE the owners or the community file is generated with the Agència de l'Habitatge's own application; the administration resolves the building's aptitude.
You choose the regime
Catalonia's IITE, the national IEE, a municipal ITE or the Euskadi ITE (Decreto 117/2018). The report shows the building's details and the fields that regime asks for.
You record the defects
Each observation in the report carries the building element it affects: façades, roofs, structure, installations…
You grade them
Each defect carries its grade: minor, important, serious or very serious.
And you see the indicative rating
On an IITE, the report shows the most serious defect and the indicative certificate it would lead to under Decret 67/2015, given whether the precautionary measures were carried out. The certificate itself is issued by the Administration.
Frequently asked questions
Is the “informe d'idoneïtat tècnica” the same as the IITE?
Yes. “Informe d'idoneïtat tècnica” is its common name; the legal name is informe de la inspecció tècnica de l'edifici (IITE), under Decret 67/2015.
Does ArquiFlow file the IITE or resolve the building's aptitude?
No. The owners or the community file the IITE at the Agència de l'Habitatge, and the administration resolves the building's aptitude. The result the report shows is indicative.
How often is the inspection repeated?
It depends on the worst grade: 10 years with no deficiencies or only minor ones; 6 years with important ones, checked every 2 years; 3 years with serious or very serious ones once the measures are done, checked every 12 months (art. 14).
