IEE in Galicia: the building evaluation report (IAE)
If you carry out a building evaluation report in Galicia: collective housing buildings over 50 years old file it at the concello (town hall) within the year after turning that age, and renew it every 10 years. Here is what it assesses, who signs it, how it reaches the REGIAE and how you prepare the inspection in ArquiFlow.
The rule in brief
- Report
- The informe de evaluación del edificio (IEE), the building evaluation report, which Decreto 61/2021 calls IAE (informe de avaliación dos edificios): it assesses the state of conservation, accessibility and energy efficiency (Ley 1/2019, art. 5.1).
- Regulation
- Ley 1/2019 on urban rehabilitation, regeneration and renewal in Galicia, arts. 5–10, and Decreto 61/2021, amended by Decreto 34/2022.
- Buildings
- Collective housing buildings over 50 years old, or the lower age municipal rules set, and any others those rules name; the age comes from the cadastre or, after a full rehabilitation, from the end of the works (Ley 1/2019, art. 7.1; Decreto 61/2021, arts. 2 and 4).
- First inspection
- Within the year after the building turns 50, or the age the concello sets (Decreto 61/2021, art. 6.1).
- How often
- Valid 10 years from the date the technician signs it, unless an ordinance sets a shorter term; the new one is due by 31 December of the year it expires (Decreto 61/2021, art. 15).
- Who signs
- A competent technician under the LOE, who drafts it with the IGVS software and under their own responsibility (Ley 1/2019, art. 9.1; Decreto 61/2021, art. 6).
- Who files it, and where
- The owners or the community file it at the concello together with the request for entry in the REGIAE and the energy performance certification; the concello enters it in the register within 3 months, and entry does not mean it agrees with the technical content (Decreto 61/2021, arts. 20 and 21).
- Result
- Conservation favorable or desfavorable: desfavorable if there is any serious or very serious defect. Accessibility and energy efficiency are for information only, and conditional reports or reports with no result are not accepted (Decreto 61/2021, arts. 12, 14.4 and 20.5).

The IGVS tools
The Galician report is drafted with the application of the Instituto Galego da Vivenda e Solo (IGVS) and kept in its register. These are the pages a technician uses.

What sets the Galician report apart
Three assessments, one result
Only conservation carries a favorable or desfavorable result, with defects classed as very serious, serious and minor. Accessibility states whether the building meets the basic conditions and, if not, the adaptation measures and their estimated cost; energy, the letter with its emissions and consumption (Decreto 61/2021, arts. 12 and 13).
After a desfavorable result
The report sets the works needed and their maximum term; the owners correct the defects within it and the concello may issue enforcement orders. Once the works are done, a technician signs off the works and the REGIAE updates the result (Decreto 61/2021, arts. 13 and 14).
Imminent danger
If the technician sees imminent danger, they tell the concello and the owners without delay and propose provisional measures (Decreto 61/2021, art. 13.4).
Not filing it on time
Not filing the report on time and in due form is a minor planning offence (Ley 1/2019, art. 7.4), which Ley 2/2016 on land punishes with a fine of 300 to 6,000 euros (art. 161.1.a).
Selling or renting
Whoever sells or rents hands the buyer or tenant a copy of the report signed by the technician (Decreto 61/2021, art. 3.3).
A Coruña and Vigo
A Coruña's ordinance (BOP of 21 March 2022) also covers listed buildings of any age and non-residential buildings over 50 years old, except in zoning rules 6 and 7, and asks for a location plan and colour photographs. In Vigo, Instrución 2/2022 gives buildings built from 1973 onwards one year from turning 50.
In ArquiFlow
In the technical inspection report you choose the IEE regime, the one that brings together conservation, accessibility and energy efficiency.
You grade each defect by element, and the report records the conservation result, accessibility with its reasonable adjustments and the energy performance certification details.
The report the owners file is drafted with the IGVS application; the owners or the community file it at the concello, which enters it in the REGIAE.
You choose the regime
Catalonia's IITE, the IEE (building assessment report), a municipal ITE or the Euskadi ITE (Decreto 117/2018). The report shows the building's details and the fields that regime asks for.
You record the defects
Each observation in the report carries the building element it affects: façades, roofs, structure, installations…
You grade them
Each defect carries its grade: minor, important, serious or very serious.
And you note the verdict
On an IEE, the report records the conservation verdict, accessibility with its reasonable adjustments and the energy performance certification details.
Frequently asked questions
Is the IAE the Galician ITE?
It is the building evaluation report of Ley 1/2019, which Decreto 61/2021 calls IAE: it assesses conservation, accessibility and energy efficiency. A municipal ITE still in force can be folded into it, and then the 10 years run from the ITE's date (Ley 1/2019, arts. 7.2 and 8.2).
How often is it renewed?
Every 10 years from the date the technician signs it, unless an ordinance sets a shorter term. The new one is due by 31 December of the year the previous one expires (Decreto 61/2021, art. 15).
Does ArquiFlow enter the report in the REGIAE?
No. The report is drafted with the IGVS application, the owners or the community file it at the concello, and the concello enters it in the REGIAE.
